One of Google's priorities is to present the best experience to its users. This means serving up sites that are properly optimized to load quickly, reducing user frustration.
Slow loading sites typically result in higher bounce rates. Visitors attempt to load a page and quickly abandon this attempt to find content elsewhere if the wait is too long. This is recognized by the Google algorithm as a quality issue if it occurs too often.

This seems to now be confirmed by a 2019 Searchmetrics study showing that the top ranking sites load faster and provide a smoother user experience on mobile.
The report shows that the "First Meaningful Paint" (the time that a site appears loaded) has a 1.19 second average on page one of Google search results and a 1.29 second average on page two of Google search results. Also, 80% of results on page one had a "Time to First Byte" below 0.6 seconds, which Google suggests is necessary for an acceptable user experience.
